Took £2k commission, did absolutely nothing

An incompetent, insecure man who stole off me is in charge of this office. Belvoir in Chester hired an incompetent builder to refit my property. When I tried to get a refund for the water leakages and for their rubbish to be removed the Blevoir agent did nothing. He took my money (10% of £20k) and whenever I see him he shouts "you should have rung him!" like a demented Scottish parrot; he means the builder, and he is blaming me for not ringing him at 1130pm at night, as if the builder would or could have solved the problem. (He wouldn't; the builder became hysterical the next morning when I forwarded the plumber's bill to him; he even ranted at the plumber on the phone. The agent took my cash and did nothing for it, and refuses even to acknowledge his or his builder's inadequacy. He also seems to be emotionally insecure as he delights in pointing out the spelling errors of his office assistant in front of clients.
